I don't think there's a word in Russian for health or safety!! In most places the road would be closed after the first crash. I ocassionally email a student in Russia and she said last year that many people will laugh at the multiple and sometimes tragic failures around them, then do absolutely nothing about them. If thats true, that would seem to explain quite a lot, I'm probly a wimp I know, but being in Russia would be scary.
